If batteries are to be created on it, there must be a course open to them, sooner than even could be obtained on Kowloon peninsula itself.

I venture, however, to hope that there will be no anticipation of the Report of the Commission about to investigate the matter, & also that the War Dept will eventually moderate their requisition, as I believe their original demand has been modified by the Naval Authorities.
